The world of Panem is dead. The Capitol has been demolished, the rebellion led by Katniss Everdeen and her closest companions. The Districts are now free, and act more like states from which one can move about. Despite her best efforts, Katniss was unable to apprehend and kill President Snow.
Only a year into their freedom, Snow came back and bombed the newly liberated land, preaching as if to strike fear into the hearts of the people, "We will rebuild from nothing, just as we did in the beginning. It will be a new Panem that trusts their President and his people."
Even as he killed his citizens, he lured others form far-off lands, enticing them with promises of wealth and growth. Any and all citizens that arrived became trapped. As punishment for the second rebellion, Snow began the Hunger Games yet again, forcing them as they had in the past. Thus, Panem arose from its own ashes, but not in the hearts of the Districts.

Centuries have passed since Snow reclaimed Panem; the Districts are beginning to rebel yet again. They don't want to have to watch their children slaughter each other, and they believe they can overwhelm the tiny Capitol. All they need is a second "Katniss"...
